That depends. If you have a receipt for the gift card, it may include the card number. You can use that receipt to call the valero customer service number, explain the situation, and in all likelihood get them to void the current number and issue a replacement (whether or not this is their official policy).

Without a receipt or at least a copy of the card's number, it becomes much more difficult to get help. This is mainly because the issuing store can't track which card was stolen.
