How do you apply for scholarship if you have not been accepted to a college or university yet? I want to start the ball rolling.

Hello, I plan on transferring to Howard University in Spring 2010 but I don't want to take out any loans if that's possible. I want to know if I start applying for scholarships now will the scholarship provider hold the money until I get accepted to the university? I'm trying to get a head start due to the fact my credit is not very good and I want to go to school full time and not work. I'm really trying to keep finances from being the reason why I can't attend Howard University. My grads right now are excellent so I feel I have a really good chance of being accept in that respects.
