Turning in your lease

when you return your lease are you required to pay the final fees right away? What happens if your lease is up and you don't quite have the money to pay for the mileage?

These issues are entirely a function of the contract you signed with the lessor of the car. You need to consult those documents to determine precisely what is due when, and what will happen in the event that you aren't able to pay fees due promptly.
