Probably the easiest way would be to use it to pay a bill to a merchant that accepts Visa. For example, I can pay my city utility, cable, and internet bills using any Visa card (including gift cards) with no fee.

Most Visa gift cards don't let you use an ATM to cash them out, but some will let a bank teller cash them out for you in person, if the bank is wiling. But unless the amount on the gift card is large or the need for cash is urgent, I'd recommend the billpay option as easier and quicker.
