Without finding any definition of rates other than "competitive", how can we rate BOH?

For example, we have one institution offering 3.25% for a 6 month IRA. Others are also up-front with rates and fees.

Did we just not spend enough time scouring the BOH site? It really needs to be easy to find to inspire any confidence,
