I agree with Bob, I much prefer only spending what you need and when you need it. The line is much more flexible than a loan which would give you most likely more than you need. The problem with that is that when you have extra money, you tend to spend it rather than pay it back responsibly and timely. All in all, I'd recommend Capital One to anyone.

I prefer lines to loans because you take out only what you need when you need it. Having said that, the problem is that the rate is variable.
I got my line through cap one essentially because I already had a credit card and it was absurdly easy. The rates are OK - a bit better than most. Since I didn't plan on carrying the second for long, it wasn't worth the hassle to rate shop.
So, the skinny is this: average/good rates, excellent web tools to manage the dept, reliable institution (which is more important than ever now).
