Visa Buxx from National City
Designed for teens, the card lets parents set up automatic allowance loads and decide how and when the card is used. Parents can enroll for the card online, reload over the web or phone, and check balances online or at a National City branch. There's a $15 annual fee, a $2 monthly fee for inactive cards, $1 monthly charge for paper statements, $2.50 charge for each use of non-National City ATMs, and a $2 fee for each cash advance.
