In New York State you do not have to maintain the $100 minimum balance!

They've recently implemented a $10 Fee if you fall below $100. I'm very annoyed at this and plan to switch banks to ING DIRECT. For someone who lives paycheck to paycheck, maintaining $100 is difficult! TD Bank has become as greedy as everyone else these days.
