Colorado Stable Value Plus College Savings Program from Travelers Insurance

The Travelers Insurance Company runs the CollegeInvest Stable Value Plus College Savings Program. It is not a traditional 529 savings plan because investors do not choose between investment options that may gain or lose value. Instead, Travelers sets a rate of return that is fixed for the course of a year and then resets the rate annually depending on the current interest rate environment. For 2005, the rate was fixed at 3.3%, though a 0.75% administration fee gets subtracted each year. The minimum return before expenses is 2%.(Information as of 09/21/2005)
